
Bathurst Street, Lake Shore Boulevard West, and Fleet Street
What we are doing and why
Starting in late February 2025, until late May 2025, the City of Toronto and the TTC began construction at the Bathurst Street, Lake Shore Boulevard West and Fleet Street intersection. This work includes:
- Replacing the 105-year-old watermain
- Renewing the streetcar tracks
The City of Toronto will also undertake pedestrian improvements on Fleet Street.
The work will take place in phases to keep traffic moving and avoid a full closure of the Bathurst Street and Lake Shore Boulevard West intersection.

TTC service impacts due to construction
Since February 16, 2025 (until late March 2025), the 511 Bathurst route has been diverting as follows:
- 511 Bathurst streetcars: from Bathurst Station to King Street West at Spadina Avenue (Charlotte Loop).
- 511B Bathurst replacement buses: from Bathurst Street and Queen Street West to Exhibition Loop.

Since February 17, 2025, until late March 2025, the 509 Harbourfront route has been diverting as follows:
- 509 Harbourfront streetcars: from Union Station to Queens Quay West at Spadina Avenue.
- 509B Harbourfront replacement buses are operating as follows:
- Westbound: from Spadina Avenue and Queens Quay West via west Queens Quay West, north Bathurst Street, west and south Fort York Boulevard, west Lake Shore Boulevard West, north Strachan Avenue, and west Manitoba Drive to Exhibition Loop.
- Eastbound: from Exhibition Loop via east Fleet Street, north and east Fort York Boulevard, south Bathurst Street, east Housey Street, south Dan Leckie Way, and east Queens Quay West to Spadina Avenue
Wheel-Trans services continue to be accessible in all areas where local traffic is permitted.
Construction phases and work hours
Construction is taking place over three phases as follows:

Once streetcar track renewal work is completed in May, the City's contractor will undertake restoration work and complete the project. TTC crews will then test the newly installed tracks to ensure they are safe and reliable, prior to streetcar service resuming.
The TTC anticipates regular service on the 509 Harbourfront and 511 Bathurst routes to resume in late June 2025.
During construction, TTC crews must work around the clock (24/7), specifically during new rail installation to preserve the integrity and quality of the new rail and concrete. Additional overnight rail work may include moving the new rail into position for installation.
Traffic impacts
- There is no southbound travel on Bathurst Street during Phase 2, effective March 3.
- At least one travel lane in each direction on Lake Shore Boulevard West will remain open during all phases.
- Turn movements are prohibited at the intersection of Bathurst Street and Lake Shore Boulevard West.
- Sidewalk access will be maintained at all times. When required, temporary pedestrian detours will be established with pedestrian detour signage.
- Parking is not permitted within the work zones.
- Access to businesses and properties are maintained.
