Commissioner Lindsay Luby Moved That Staff Be Directed To Report Back At The Next Meeting On The Possibility Of Providing Free Transit Passes To By-Law Enforcement Staff From The City Taxi Industry Unit.

CC-2) Commissioner Miller submitted his communication dated August 31, 2000 requesting that staff install new newspaper recycling bins at stations, where required, ensuring that sufficient boxes are available at high volume stations; and further that staff report on the feasibility of installing recycling bins for cans, bottles, and other recyclable items at appropriate locations.

G. Webster, General Manager - Operations gave an overhead slide and video presentation with respect to this matter.

After Hearing The Presentations, The Commission Approved The Following Resolutions On A Unanimous Vote:

1. Request The City Licensing Sub-Committee To Amend The Bill Distribution By-Law To Eliminate The Current Exemption Provided To Newspapers.

2. Request The City Planning & Transporation Committee To Initiate A Blitz To Ensure That Distributors Have Licenses.

3. That This Matter Be Brought To The Attention Of City Council Through The Next Meeting Of The City Planning & Transportation Committee For The Purpose Of Requesting The City To Process Applications For Newspaper Box Permits, And Removal Of Any Boxes That Do Not Meet This License Requirement; And Further That In Reviewing The Location Of The Boxes That The TTC Be Consulted For Input As To Location.

4. Request City Council Through The City Planning & Transportation Committee To Examine Licensing Fees For Boxes, With Such Fees To Include Contributions For The Cost Of TTC And City Clean Up.

5. Request The Owners Of The Free Transit Newspapers To Initiate A Process Of Stapling The Pages Of Their Newspapers.

6. Request The Owners Of The Free Publications To Pay A Fair Share Of The Clean Up Costs Associated With Their Publications.

7. Request The Owners Of The Free Transit Newspapers To Share In The Funding Of Providing Additional Recycling Boxes In Subway Stations.

8. Request TTC Staff To Install New Newspaper Recycling Bins At Any Station In Which They Might Be Required And, In View Of The Free Newspapers That Are Being Distributed, Ensure That There Are Sufficient Such Boxes At The High Volume Stations.

It is recommended that the Commission:

1. receive for information the attached Executive Summary of the Chief General Manager's (CGM's) report covering the period May 28 to July 1, 2000; and

2. forward a copy of this cover report and the Executive Summary to each City Councillor for information (noting that the detailed CGM's report is available on request from the Office of the General Secretary of the Commission).

2. Procurement Authorization Sheppard Subway Supply of Remote Terminal Units Contract SH-00-X07

It is recommended that the Commission accept the proposal submitted by Horton Automation Inc., for the Supply of Remote Terminal Units (RTU) and approve:

a) Award of a contract to Horton in the amount of $302,458.00;

b) Authorize funding in the amount of $18,093.68 for the payment of Provincial Sales tax to be remitted directly by the Commission.

3. Procurement Authorization Sheppard Subway Bessarion Station Design Contract SH-57-D1 Contract Amendment No. 2

It is recommended that the Commission authorize Contract Amendment No. 2 to Cole Sherman Associates, in the amount of $244,980, bringing the total authorized amount to $3,790,625.85 for Contract SH-57-D1 - Bessarion Station Design.

4. Procurement Authorization Key Station Accessibility Dundas Station Contract S2-14

It is recommended that the Commission authorize the issuance of a Purchase Order to the Toronto Parking Authority (TPA) in the amount of $1,100,000 for the construction of the tunnel connection to the underground parking garage at Dundas Station including an allowance for Contract Changes.

5. Procurement Authorization - Supply of Steel Poles

It is recommended that the Commission authorize the purchase of 1000 steel poles, and 1000 pole caps for the Pole Replacement Program from Powco Steel Products Ltd., in the amount of $1,078,700.00 including applicable taxes.

6. Project Approval - Phase 1 of Additional Storage Tracks Wilson Yard

It is recommended that the Commission approve:

1) proceeding with the first phase of the Wilson Yard Additional Storage Track Project in 2000, to accommodate a current shortage of vehicle storage space in yards, in the estimated interim amount of $2,000,000.00; and

2) forwarding this report to City Council requesting approval to proceed with the Wilson Yard Additional Storage Track Project and holding the expenses in TTC accounts pending City Council approval of the 2001-2005 TTC Capital Program.

7. Purchase of SRT Coupler Electrical Overhaul Kits

It is recommended that the Commission authorize the purchase, for inventory, of 30 coupler electrical overhaul kits from Dellner Couplers, in the amount of $756,295.46 including applicable taxes.

It is recommended that the Commission authorize the awarding of a three year inventory supply contract for steel cross ties to H.J. Skelton Canada Limited in the amount of $1,448,541.97, including applicable taxes.

It is recommended that the Commission authorize the awarding of a three year inventory supply contract for Pandrol clips and insulators to Pandrol Canada Limited in the amount of $756,447.00, including applicable taxes.

It is recommended that the Commission authorize, for inventory, additional authority in the amount of $2,600,000.00 for the additional supply of Orion bus vehicle parts, for the period ending August 2001, from Orion Bus Industries Limited resulting in a revised upset limit of $8,200,000.00 including applicable taxes.

It is recommended that the Commission authorize, for inventory, additional authority in the amount of $1,000,000.00 for the additional supply of Wabco vehicle parts for the period ending April 2001 from Wabco Company Limited resulting in a revised upset limit of $7,300,000.00 including applicable taxes.

It is recommended that the Commission authorize the awarding of a three year inventory supply contract for rubber rail enclosures to Polycorp Inc. in the amount of $3,529,232.64, including applicable taxes.

It is recommended that the Commission authorize the awarding of a three year inventory supply contract for track tie plates to H.J. Skelton Canada Ltd. in the amount of $1,630,007.47, including applicable taxes.

14. Contract Amendment - Testing and

Inspection Services for 1999-2002 Contract G85-127A

It is recommended the Commission authorize the issuance of Contract Amendment No. 4 to Intratech Engineering Laboratories Ltd. (Intratech), for an additional amount of $220,000 (taxes included), for continued testing and inspection services anticipated until the conclusion of the Sheppard Subway Project.

15. Request for Approval of Additional Funds and Purchase Order Amendment for Signal Priority Installations

It is recommended that the Commission:

1. Approve the expenditure of up to $490,000, over and above the $710,000 budgeted for signal priority installations in the 2000 Capital Project No. 9.2 Service Planning - Transit Priorities, noting that:

• $250,000 of the additional funds is being provided to the TTC as per the conditions of a development agreement, therefore, the net additional cost to the TTC would be only $240,000;

• of the $490,000, $290,000 is required to accommodate the higher tender prices for signal priority equipment on the 7 BATHURST project, compared to installations in the previous year; the remaining $200,000 is required to allow staff to pursue new signal priority installations at several problem locations on other routes; and

2. Approve the amendment of Purchase Order #C0210778 issued to the City of Toronto, from $710,000 to $1,200,000.

3. Forward this report to Toronto Works and Emergency Services - Transportation Services Division for information.

16. Union Station Second Platform - Commencement of Preliminary Design

It is recommended that the Commission approve:

1. proceeding with the preliminary planning and design of the Union Station Second Platform in consultation with staff of GO Transit and the City of Toronto, at an estimated cost of $600,000;

2. authorization of $150,000 unbudgeted funds in the year 2000, to be drawn from under-expenditures in other projects;

3. holding the expenditures in TTC accounts pending City Council Project Approval as part of the 2001 to 2005 Capital Program; and

4. forwarding this report to GO Transit for information and to the City of Toronto Council for approval.

It is recommended that the Commission:

1) Receive for information the updated Due Diligence Checklist relating to the Russell Hill Subway Train Accident of August 11, 1995, which provides a status report on the progress toward closing the Coroner's Jury Recommendations and the TTC's Internal Team Recommendations.

2) Forward this report to the Chief Coroner of Ontario, the City of Toronto, and the Province of Ontario for information.

21. Confirmation of Police Crackdown on King Street Traffic Violators

The Commission Approved Recommendation No. 1 Contained In The Report, As Listed Below:

"It Is Recommended That The Commission Confirm The Approval Of The Chair, Vice-Chair And Chief General Manager To:

1. Approve The Expenditure Of $98,000 For Hiring Paid Duty Police To Aggressively Enforce Existing Traffic Regulations Along The 504 King Streetcar Route Beginning September 5, 2000, Noting That:

• The 504 King Streetcar Route Is Subject To Continual Service Disruptions Which Lead To Crowding And Irregular Service;
• A Key Contributing Factor To The Problems With The 504 King Service Are Those Private Motorists And Taxi Drivers Who Consistently Ignore The Traffic Regulations Which Are In Place And Which, If Obeyed, Would Aid Streetcar Operations;
• Traffic Congestion Is Often So Bad In The Afternoon Rush Hour That, In Specific Sections In The Downtown, There Are Times When It Is Faster To Walk Than To Take The Streetcar;
• To Improve The Quality Of The 504 King Streetcar Service, An Aggressive Campaign Of Police Enforcement Of The Existing Traffic And Turning Regulations Along The 504 King Streetcar Route Is Necessary;

2. Approve the operation of trial service on the 192 AIRPORT ROCKET route during the evenings and on weekends and holidays, effective January 7, 2001; and

3. Forward this report to Councillors Holyday and O'Brien, and the Greater Toronto Airports Authority.

It is recommended that the Commission:

1. Authorize the preparation and issuance of a Request for Proposals ("RFP") for the redevelopment of the Eglinton Bus Terminal and the Eglinton Garage;

2. Authorize the City of Toronto Corporate Service Department, Real Estate & Facilities Division, to act as TTC's agent;

3. Authorize TTC staff to take such action as necessary to evaluate the responses through a working group consisting of representatives from TTC's Property Management, Engineering, Legal, Finance, Bus Transportation, Service Planning, Plant Maintenance and Track & Structure Departments, as well as the City's Planning, Real Estate and Transportation staffs. External consultants such as legal, financial and design would be retained, as required; and

4. Forward this report to the local councillors and the Commissioner of Corporate Services.
