Whereas the Toronto Transit Commission, effective June 3rd, 2001, will charge seniors, a $12 block charge for 10 fare tickets

Therefore Be It Resolved that the Toronto Transit Commission provide an additional bulk classification for seniors fares, and offer 5 seniors fare tickets at a block cost of $6.

This amount is required for the completion of engineering services during construction.

It is recommended that the Commission authorize the acceptance of the proposals submitted by the following companies for the above noted contract as follows:

1. Earth Tech Canada Inc. (Earth Tech) for the total contract price of $507,873.00 for Design Package 1 Yonge North Extension Subway Line, including Specified Option 1 SES Environmental Work for Design Package 1.

2. Parsons Brinkerhoff Quade & Douglas Inc. (PB) for the total contract price of $443,151.00 for Design Package 2 - Spadina Subway Line, excluding Task 2(g) of Design Package 2 - Noise Study Work but including Specified Option 2 SES Environmental Work for Design Package 2.

3. Earth Tech Canada Inc. (Earth Tech) for the total contract price of $221,194.00 for Design Package 3 - Yonge Subway Line.

It is recommended that the Commission approve the issuance of a purchase order to Solway Metal Sales in the total upset limit of $2,600,000 for the supply of metal for the three-year period, August 1, 2001 to July 31, 2004.

It is recommended that the Commission approve the issuance of a purchase order to Mississauga Tire Centre Inc. in the total upset limit amount of $330,000.00 for the direct supply of tires for non-revenue vehicles for the period July 1, 2001 to June 30, 2004.

It is recommended that the Commission approve the acceptance of the proposal submitted by Grand & Toy and the issuance of a purchase order in the total upset limit amount of $4,200,000 for the supply of stationery and office supplies for the period July 1, 2001 to December 31, 2004.

12. Procurement Authorization - Transit Control Centre Project Contract Change No. 4 Supply of CSS and SCADA System Contract N70-5/N80-1

It is recommended the Commission approve an increase of $77,608.48 to Contract Change No. 4, bringing the total authorization of $131,176.48 to General Railway Signal of Canada Ltd. (GRS) for the Supply of a Central Office Signal System (CSS) and Supervisory Control and Data Acquisition System (SCADA).

It is recommended that the Commission authorize the acceptance of the tender submitted by Metalumen Manufacturing Inc. at a cost of $324,300.00 for the supply of seven hundred and fifty platform edge fluorescent fixtures.

14. Procurement Authorization - Replacement of Subway Station Breakers

It is recommended that the Commission authorize the acceptance of the tender submitted by Schneider Canada Services and award of contract in the amount of $221,860.00 for the replacement of twelve (12) main and secondary AC breakers.

15. Procurement Authorization - T1 Spare Parts

It is recommended that the Commission authorize the issuance of purchase orders to the companies listed in Appendix 'A' for a total upset limit amount of $1,683,276 for the supply of additional spare parts required for maintenance of T1 subway cars.

16. Purchase of Spae Naur Parts

It is recommended that the Commission authorize the following:

1) The award of three year inventory supply contracts for Spae Naur parts to the following companies with a combined upset limit of $400,000.00 including applicable taxes for the period from June 2001 to June 2004:

• Spae Naur Inc. to be initially allocated a contract for $310,000.00 for 312 part types.

• Niagara Fasteners Inc. to be initially allocated a contract for $25,000.00 for 107 part types.

2) Authorize the Manager of Materials and Procurement to amend the above contracts within the total upset limit of $400,000.00.

It is recommended that the Commission authorize the following:

1) The award of three year inventory supply contracts for Haldex bus parts to the following companies with a combined upset limit of $2,560,000.00 including applicable taxes for the period from June 2001 to June 2004:

• Neoplan Canada Inc. to be initially allocated a contract for $1,931,000.00 for 25 part types.

• MCI Service Parts to be initially allocated a contract for $204,000.00 for 10 part types.

2) Authorize the Manager of Materials and Procurement to amend the above contracts within the total upset limit of $2,560,000.00.

It is recommended that the Commission authorize additional authority in the amount of $352,000.00 for the supply of Weatherhead vehicle parts for inventory for the period ending June 2002 from Multi-Tech Fluid Power Inc. in a revised upset limit of $929,000.00 including applicable taxes.

22. Sale of Tunnel Boring Machines

Commissioner Mihevc Moved That The Sale Of The Second Tunnel Boring Machine Be Deferred Pending Submission Of A Cost/Benefit Analysis By Staff On The Question Of Selling The Machine Versus Putting It In Storage.

Commissioner Mihevc, Commissioner Kelly And Commissioner Shaw Voted In Favour. Chair Ashton, Commissioner Miller And Commissioner Altobello Were Opposed. The Motion Therefore Lost On A Tie Vote.

Commissioner Miller Moved Adoption Of The First Recommendation Contained In Report, As Listed Below:

"It Is Recommended That The Commission Receive For Information, The Details Of The Sale Of One Of The Commission's Surplus Tunnel Boring Machines (TBM)."

The Commission Approved Commissioner Miller's Motion.

Commissioner Miller Moved That The Second Recommendation Contained In The Report Be Struck Out And Replaced In Lieu Thereof With The Following Wording:

"It Is Recommended That The Chief General Manager Be Provided With The Authority To Negotiate Any Offer In Excess Of $2.5 Million For The Second Tunnel Boring Machine And Report Back To The Commission For The Sale."

Commissioner Disero was not present to vote on the foregoing motions.

23. Amendment to Contract T31P0063 Supply of Replacement Turnstiles

It is recommended that the Commission approve the issuance of an Amendment for the supply of turnstiles required for the Sheppard Subway Line in the amount of $280,000 in U.S. funds ($431,620 Canadian) for Contract T31P0063 issued to Tomsed Corporation increasing the total contract to $1,424,957.51 (Canadian).

24. Notice of Award of Procurement Authorization New Maintenance Facility (Wilson/Davisville) for T-1 Cars Wilson Yard - Supply and Install Air Compressors Contract AW-18-M03

It is recommended that the Commission receive the notice of award of the Chair, Commissioner Altobello and the Chief General Manager to authorize acceptance of the tender submitted by AC Mechanical Contractors Ltd (AC Mechanical) in the amount of $235,814.00 for Contract AW-18-M03, Wilson Yard - Supply and Install Air Compressors.

26. Licensing of the TTC Image

Commissioner Miller Moved Adoption Of The Report, Subject To Amending The Recommendation By Striking Out The Words "Receive This Report For Information Purposes, Noting That The TTC Will Be" And Replacing In Lieu Thereof The Following Words "Approve" So Such Recommendation Reads As Follows:

"It Is Recommended That The Commission Approve Entering Into A Five Year Licensing Contract With Legacy Sportswear Inc., For Them To Manufacture, Distribute And Promote Commission Approved Merchandise And Novelty Items."

27. Consolidated Financial Statements of Toronto Transit Commission for Year Ended December 31, 2000

It is recommended that the Commission:

1) receive and approve the attached consolidated financial statements of the Toronto Transit Commission for the year ended December 31, 2000; and

2) forward a copy of the approved consolidated financial statements to the City of Toronto Council, through the City Policy and Finance Committee.

30. Peter Witt Car Restoration and Operation

Commissioner Miller Moved Approval Of The Recommendation Contained In The Report, As Listed Below, Subject To Further Discussions Taking Place With Commissioner Mihevc Concerning Operational Issues After The Witt Car Is Restored:

"It Is Recommended The Commission Receive And Approve This Report Noting That:

1. Cost Estimate And Overhaul Schedule For The Restoration Of The Peter Witt Car (Witt Car), Are Included In Appendix A.

2. The Protocol For The Operation Of The Witt Car Is Included As Appendix B.

3. It Is Recommended That The Witt Car Be Used Only For Special Events And Withheld From Charter Or Tour Service.

4. If Indoor Storage Is Required, It Is Recommended That The Witt Car Be Parked In The Davenport Garage.

5. It Is Recommended That A Review Of The Costs For Maintaining This Vehicle In An Operational Condition Be Conducted After One Year Of Service. This Review Should Take Into Account The Operating Costs, Training Costs And The Condition Of The Vehicle.

The Commission Approved Commissioner Miller's Motion.

Commissioner Miller also requested that Mike Filey be included in the discussions with Commissioner Mihevc.

31. Expanding Transit Priorities in Toronto

After Hearing The Deputations, The Commission Adopted The Recommendation Contained In The Report, As Listed Below:

"It Is Recommended That The Commission:

1. Receive This Report For Information, Noting That:

• TTC Staff Are Working With Staff Of Toronto Transportation Services And City Planning To Identify Priority Measures Which Can Be Implemented In The Near Term To Provide Faster, More Reliable Service On Busy Routes So That They Will Be More Competitive With The Private Auto;

• The Priority Measures Under Review Fall Into Four Categories: 

• More Aggressive, Widespread Restrictions On Stopping And Turning - The Central Area Streetcar Routes Would Be Designated As "Red Routes", Where Congestion-Related Delays Would Be Reduced By Increasing The Duration Of The Peak-Periods. During These Periods, Vehicles Would Be Strictly Prohibited From Stopping In The Curb Lanes And From Making Left Turns From The Streetcar Tracks, And Fines Would Be Dramatically Increased For Motorists Who Do Not Comply With The Turning Or Stopping Restrictions;

• Signal Priority - Continued Implementation Of Signal Priority On Transit Routes With Frequent Service In Order To Reduce Delays At Traffic Signals And, Thereby, Increase Travel Speeds For Customers And Reduce Operating Costs;

• Physically-Separated Transit Lanes - Reserved Transit Lanes Are Required On Several High-Frequency Surface Routes And, To Work Effectively, They Must Be Physically Separated From Other Traffic. Initial Concepts Focus On Greater Physical Separation For The Streetcars On King Street And St. Clair Avenue, And On A Busway On Yonge Street, North Of Finch Subway Station;

• Transit Priority Applications For New, Innovative Service Concepts - Examples Are I) "Rapid Bus" Services, With Widely-Spaced Stops, Aggressive Signal Priority, And Significantly-Higher Speeds Than Typical Bus Routes; And Ii) High-Speed Inter-Regional Bus Services Accomplished By Establishing A Physically-Separated Busway And Using Signal Priority In Corridors Such As Yonge Street, North Of Finch Subway Station, And Dufferin Street/Allen Road North Of Downsview Station;

• Staff Will Bring Forward More Detailed Design And Implementation Plans On These Concepts As They Become Finalized;

2. Forward This Report To Toronto Transportation Services And City Planning."

32. 510 Spadina Streetcar: Closure of the Unsafe Unsignalized Opening at Baldwin Street

After Hearing The Deputation, The Commission Approved The Recommendation Contained In The Report, As Listed Below:

"It Is Recommended That The Commission:

1. Request Toronto City Council To:

A) Approve The Immediate Installation Of An Interim Barrier At Baldwin Street, And The Construction Of A Permanent Barrier At This Location, As Has Been Done At Every Other Unsignalised Intersection On Spadina Avenue, As Quickly As Possible;

B) Direct Transportation Services Staff To Immediately Prepare The Necessary By-Laws To Give Effect To These Changes, Noting That:

• There Have Been 30 Automobile-Streetcar Collisions At The Unsignalised Intersection Of Spadina Avenue And Baldwin Street In The 22 Months Since All Other Unsignalised Crossings Of The Streetcar Right-Of-Way Were Closed, And This Is, By Far, The Highest Automobile-Transit Collision Rate Of Any Intersection In Toronto;

• The Commissioner Of Works And Emergency Services Recommended, In His November 15, 1999 Report, That A Barrier Be Installed Adjacent To The Streetcar Right-Of-Way On Spadina Avenue At Baldwin Street, To Physically Prevent Motorists From Turning Across The Tracks And To, Thereby, Eliminate The Ongoing Automobile-Streetcar Collisions Which Were Occurring At That Location;

• The Professional Traffic Engineering Staff At Transportation Services And At The TTC Have Jointly Concluded That There Are No Traffic Control Measures Available - Modified Pavement Markings, Different Signage, Flashing Beacons - Which Would Be Effective In Eliminating This Safety Concern, And That The Only Solution To This Ongoing Safety Problem Is To Physically Prevent Vehicles From Entering Onto Or Crossing The Streetcar Tracks At Baldwin Street;

• The Installation Of Traffic Control Signals At This Location, Originally Requested By The Commission At Its January 12, 2000 Meeting, Has Been Determined By Toronto Transportation Services To Be Not Feasible;

• The Current Toronto City Council And Its Committees Have The Authority To Install Barriers At The Spadina/Baldwin Intersection Because This Council Is Not Bound By The Procedural Technicality Which Prevented The Previous Council From Addressing This Matter;

2. Approve The Expenditure Of Up To $50,000 In Unbudgeted Funds For This Initiative; And

3. Forward This Report To The City Of Toronto, Toronto Transportation Services, Toronto Planning And Councillor Olivia Chow."

Commissioner Mihevc Moved That City Staff Be Requested To Report Back To The City Works Committee After A Period Of Six Months On The Traffic And Business Implications That Have Resulted From This Change.

The Commission Approved Commissioner Mihevc's Motion.

Commissioner Miller Moved That The Toronto Parking Authority Be Requested To Report Back To The City Works Committee When This Matter Comes Back In Six Months On What Impact This Change Has Had On Their Parking Operation On Baldwin Street.

33. Follow-Up: 168B Symington Service to West Park Health Care Centre

After hearing the deputations, commissioner miller moved the following:

1. That Consideration Of The Report Be Deferred Until The Commission Meeting To Be Held On September 25, 2001.

2. That Staff Be Requested To Work With The Local Councillors To Determine If Route Changes Would Increase Ridership On The 168b Route.

3. That West Park Health Care Centre Be Requested To Consider The Bulk Purchase Of Metropasses For Its Employees And That TTC Staff Work With West Park In This Regard And Report Back To The Commission.

4. That Staff Be Requested To Meet With Relevant City Planning Staff To Discuss Opportunities For Transit Improvements Within The Context Of The Site Plan For The Proposed Development Planned Near The West Park Health Care Centre.

Chair Ashton, Commissioner Miller, Commissioner Shaw And Commissioner Disero Voted In Favour. Commissioner Altobello, Commissioner Kelly And Commissioner Mihevc Were Opposed. The Motion Therefore Carried On A 4 - 3 Vote.

34. Submission to the Human Rights Commission on the Discussion Paper on Accessible Transit Service in Ontario

Commissioner Miller Moved Approval Of The Recommendation Contained In The Report, As Listed Below, Subject To Staff Incorporating Suggested Wording Changes To The Last Paragraph On Page 5 Of The Report:
