A special meeting of the Toronto Transit Commission was held in the Corporate Services Boardroom, 4th Floor, East Tower, Toronto City Hall, 100 Queen Street West, Toronto, Ontario on Thursday, February 7, 2002 commencing at 2:00 p.m.
Present - Committee of the Whole
B. Ashton (Chair), G. Altobello, D. Miller, B. Disero, J. Mihevc, H. Moscoe, and N. Kelly (Commissioners), R. Ducharme (Chief General Manager), V. Rodo (General Manager - Executive & General Secretary), G. Webster (General Manager – Operations), J. Sepulis (General Manager - Engineering & Construction), L. Hilborn (Deputy General Manager - Corporate), B. Leck (General Counsel), M. Roche (Chief Financial Officer), R. Hughes (Chief Marketing Officer), and R. Boutilier (Deputy General Manager - Surface Operations) were present.
Also present were The Honourable Dennis Mills, M.P. (Toronto Danforth), Ambassador Anne Leahy (Federal Coordinator for World Youth Day 2002), and Roger Halfacre (Director - Transportation and World Youth Day Cross Pilgrimage).

Declaration of Interest - Municipal Conflict of Interest Act

1. TTC Transportation Pass for World Youth Day Registered Pilgrims
The Commission had before it a communication dated January 31, 2002 from Rev. Thomas Rosica, CSB, CEO and National Director, World Youth Day 2202 entitled, "TTC Transportation Pass for World Youth Day Registered Pilgrims."
The Honourable Dennis Miller presented a letter addressed to R. Ducharme dated February 7, 2002 signed by The Honourable Allan Rock, Minister of Industry. He advised that the Federal Government approval process requires Treasury Board approval and that it takes up to 2 and 1/2 weeks to secure that approval.
R. Ducharme noted the letter did not disclose the $2.5 million of Federal commitment.
The Commission Received The Foregoing Correspondence For Information.
Commissioner Mihevc Moved That Commission Staff:
1. Thank The Federal Government, Specifically Industry Canada/Tourism Canada For Their Gracious Support; And
2. Proceed With The Planning And Execution Of The World Youth Day Transit Service Plan At A Cost Of Up To $6 Million In TTC Service And Incremental Operating Costs; And
3. Enter Into A Service Agreement With World Youth Day, And Such Agreement To Outline Roles And Responsibilities And Funding Arrangements, Including Potential World Youth Day Contributions To The TTC'S Costs For Signage, Security, And Marketing; And
4. Continue To Negotiate Additional Funding With World Youth Day And The Federal Government, And Specifically Determining Accountability For Any Deficits Related To TTC Services; And
5. Conduct A Post-Event Review Of TTC Revenues And Expenses With The Federal Government And World Youth Day To Reconcile Amounts Owed To TTC; And
6. Create A Commemorative Papal Mass Pass; And
7. Report On The Feasibility Of Creating A One-Week World Youth Day Pass For Non-Pilgrim Associates And Family.
Commissioner Moscoe Moved That TTC Staff Report On The Feasibility Of Implementing A One Week Pass As A Permanent Legacy Of The World Youth Day.
The Commission Approved The Foregoing Motions Unanimously
