Special Meeting

A special meeting of the Toronto Transit Commission was held in Committee Room B, Toronto City Hall, 100 Queen Street West, Toronto, Ontario on Thursday, March 28, 2002 commencing at 2:15 p.m.

Present - Committee of the Whole

B. Ashton (Chair), M. Silva (Vice-Chair), B. Disero, D. Miller, S. Shaw, J. Mihevc, and N. Kelly (Commissioners), G. Webster (General Manager – Operations), V. Rodo (General Manager - Executive & General Secretary), J. Sepulis (General Manager - Engineering & Construction), L. Hilborn (Deputy General Manager - Corporate), S. Blakey (Manager - Human Resources), K. Watson (Senior Director - Employee Relations), R. Hughes (Chief Marketing Officer) were present.

Commissioner Moscoe indicated he was unable to attend as he was observing Passover.

Declaration of Interest - Municipal Conflict of Interest Act

Nil

Commissioner Miller Moved That Section 6 Of The Commission's Procedural By-Law Be Waived To Permit A Special Meeting To Be Called For The Purpose Of Discussing Labour Relations Matters, Without The Required 24 Hour Notice, And That This Provision Remain In Place Until Such Time As Agreement Or The Commission's Collective Bargaining Agreements Are Reached.

The Commission Approved Commissioner Miller's Motion.

Commissioner Miller Moved That In The Event The Commission Meeting Scheduled For April 10, 2002 Is Cancelled That Authority Be Delegated To The Chief General Manager And Either The Chair Or Vice-Chair To Authorize Any Items Of A Time Sensitive Nature That Cannot Await The Next Meeting.

The Commission Approved Commissioner Miller's Motion.

Commissioner Miller Moved That The Commission Meet In Camera To Discuss A Labour Relations Matter.

The Commission Approved Commissioner Miller's Motion.

The meeting adjourned at 2:20 p.m. in order that the Commission could meet as the Committee of the Whole.
