A meeting of the TTC Human Resources & Labour Relations Committee was held on Thursday, August 20, 2015 in Committee Room 4, Toronto City Hall, 100 Queen Street West, Toronto, Ontario, commencing at 9:10 a.m. The meeting recessed at 10:33 a.m. on resolution to meet as the Committee of the Whole and reconvened at 10:55 a.m.

Minutes of the Previous Meeting

Commissioner Mihevc moved that the Human Resources & Labour Relations Committee approve the minutes from Meeting No. 1 held on Wednesday, August 5, 2015. The motion by Commissioner Mihevc carried.

Presentations/Reports/Other Business

1. Presentation: Job Evaluation Concepts

The Committee received the presentation for information.

2. Presentation: Comparator Group Discussion

Karl Aboud, Hay Group, delivered a PowerPoint presentation on this item.

The Committee received the presentation for information and took the following action:

The Committee agreed that the primary comparator group would be the median compensation values of a selection of public sector organizations that participate in the Hay Group database. The Committee agreed that participation in the Hay Group database is important as the data of these organizations includes job evaluation points which will be the basis of the market comparison. In debating which two of the following four financial services organizations (i.e., CPP Investment Board, Ontario Pension Board, Ontario Teachers’ Pension Plan Board, Ontario Teachers’ Insurance Plan) should be included in the final group, Karl Aboud recommended based on the details of their data submissions that it would be best to include the Ontario Pension Board and Ontario Teachers’ Insurance Plan as they have the most comparable job data to TTC in the Hay database.

The Committee also requested that Hay Group supply the median compensation values of all Ontario-based public sector organizations in the Hay Group database. This group would be used to assess the degree that the Group of 27 (see below) may be a relatively high / low paying market relative to the broader Ontario public sector index.

There was also agreement to compare directly to the respective (i.e., Hay Point based) grades of the salary structure of the City of Toronto, and to not compare on a title-match basis against a selection of organizations from the Ontario Public Sector Salary Disclosure List.

The final list of comparators (27 in total) selected by the Committee is as follows:

Chair Colle moved adoption of the item, as amended.

The motion by Chair Colle carried.

During discussion of the item, the Committee also requested that a copy of the 2001 Hay Group report be provided.

3. Executive Job Descriptions

Vice-Chair Heisey moved that the Human Resources & Labour Relations Committee recess as the Committee of the Whole to discuss personal matters about identifiable individuals in considering this item.

The motion by Vice-Chair Heisey carried.

Upon completion of the in-camera portion of the meeting the Human Resources & Labour Relations Committee took the following action:

Commissioner Mihevc moved the following amendments to the Job Description for the Chief Executive Officer position:

1. Add the following sentence to the “Accountability and Impact on Organization” section, immediately following the first sentence:

“This role relates to but does not report either to Council or the Mayor”….

… so the first two sentences of the “Accountability and Impact on Organization” section now reads as follows:

“This role reports to the TTC Board. This role relates to but does not report either to Council or the Mayor”.

2. Delete the second sentence in the “Access to Direction/Technical Guidance” section which reads “Works primarily on own initiative and keeps the TTC Board apprised of status and approach to work on sensitive matters”, and add the following:

“Develops broad policy direction for approval by the TTC Board”…

so the “Access to Direction/Technical Guidance” section now reads as follows:

“The Chief Executive Officer works on broad complex issues and policy-making activities. Develops broad policy direction for approval by the TTC Board”.

The motion by Commissioner Mihevc carried.

Chair Colle moved the following amendment to the Job Description for the Chief Executive Officer position:

i) That the following be added as an additional bullet point in the “Key Objectives” section:

“Supports the TTC Board in the development and implementation of goals and objectives identified in the annual corporate plan”.

The motion by Chair Colle carried.

Vice-Chair Heisey moved the following amendments to the Job Description for the Chief Executive Officer position:

a) That Bullet Point 1 in the “Key Objectives” section be amended to include the words “and cost effective” after the word “efficient” so Bullet Point 1 now reads as follows:

“Provides leadership and oversees the development of strategically appropriate capital and operating budget requests for the safe, efficient and cost effective operation and timely life cycle replacement of TTC assets.”

 b) That the following be added as an additional bullet point in the “Key Objectives” section:

“Achieves Board directed goals and priorities”.

The motion by Vice-Chair Heisey carried.

Chair Colle moved receipt of the ten (10) Job Descriptions for those employees reporting directly to the Chief Executive Officer, and adoption of the Chief Executive Officer’s Job Description, as amended.

The motion by Chair Colle carried. The item was adopted, as amended.

The meeting adjourned at 11:00 a.m.
