Special Constables are trained law enforcement officers, appointed by the Toronto Police Services Board as Special Constables, equipped with the full powers of peace officers. They are tasked with the responsibility of enforcing various federal and provincial statutes when infractions occur on any TTC vehicle or property.

TTC By-Laws: TTC Special Constables are responsible for enforcing a comprehensive set of TTC By-Laws. This includes rules related to unruly behavior. They have the authority to issue warnings and tickets as necessary to maintain order and safety.

Canadian Criminal Code: Under the Canadian Criminal Code, TTC Special Constables are granted powers to address criminal offenses that may occur within the TTC system. This authority, under the direction of the Toronto Police Service, empowers them to investigate crimes, detain individuals, and gather evidence. Their role as initial responders to criminal incidents contributes to the overall safety of customers and staff.

Mental Health Act: A critical part of their duties involves providing support to individuals experiencing mental health crises. Under the authority granted by the Mental Health Act, Special Constables are trained to respond to and intervene in situations where individuals may be in distress. This includes facilitating access to mental health services, conducting crisis intervention, and ensuring the safety and well-being of those affected, all while approaching such situations with empathy and compassion.

Trespass to Property Act: Special Constables, authorized by the Trespass to Property Act, address various situations, including engaging in prohibited activities on the premises, unauthorized entry into restricted areas, and failing to leave the premises when directed to do so.

Provincial Offenses Act: Special Constables can address and enforce various provincial offenses, under the Liquor License and Control Act and Trespass to Property Act, such as drinking in public and engaging in prohibited activities, and other violations.
