Overnight Work: Hydro Duct Bank Installation on Bloor Street East

 

Timeline: As early as July 2 to mid-August, 2024

 

What we are doing and why

Starting as early as July 2, 2024, overnight construction will be required on the roadway of Bloor Street East, just east of Yonge Street. Work will take place nightly, Sunday evenings to early Friday mornings, from 10:00 p.m. to 5:00 a.m. to allow for the installation of a new hydro duct bank. This work is part of the broader hydro relocation work to make room for the expansion of Bloor-Yonge Station. Construction is taking place overnight to improve safety and minimize traffic disruptions.

These dates and timelines are subject to change depending on work and site conditions.

 

What to expect

  • Overnight construction work on the roadway of Bloor Street East from 10:00 p.m. – 5:00 a.m., Sunday evenings to Friday mornings.
  • Overnight traffic will be maintained in one car lane, alternating between eastbound and westbound traffic
  • Bike lanes will remain open with minor rerouting required
  • Sidewalks will remain open with work zones fenced off for pedestrian safety
  • Two Paid Duty Officers will be present to help coordinate and enforce traffic control measures
  • Overnight noise and vibrations are expected from the construction.

Overnight Hydro Excavation Work on Bloor Street East

 

Timeline: As of the night of May 21 to July, 2024

 

What we are doing and why

As of May 21, 2024, hydro excavation truck work is taking place overnight on the Bloor Street East crossing (roadway), immediately east of Yonge Street, as part of critical utility investigations for hydro relocations. Work will be consistent for the first few weeks with intermittent truck use required as the relocation work progresses. This work is being performed at night for the safety of pedestrians, the working crews and to limit traffic impacts.  These dates are approximate and are subject to change depending on work and site conditions.

 

What to expect

  • A high-pressured vacuum system mounted on a truck will be used for utility investigations on the Bloor Street East crossing (roadway).
  • Work commenced as of May 21, 2024 and will take place overnight between the hours of 10:00 p.m. to 5:00 a.m. The road will be restored for daytime use.
  • Noise will be evident when the Hydro Excavation Truck is operating; the TTC has a noise by-law exemption for municipal work.

Hydro Relocation Work Commences on South Side of Bloor Street East


Timeline: Starting April 8, 2024 to Q4, 2024


As of April 8, 2024, hydro relocation work has started on the south side of Bloor Street East, immediately east of Yonge Street. This work is in addition to ongoing hydro relocation work on the north side of Bloor Street East. Sidewalk obstructions are expected for the duration of the work. Construction fencing has been erected for the safety of pedestrians and workers. Access to the Bloor-Yonge subway station entrance at 33 Bloor Street East will be maintained at all times. The sewer relocation work which took place farther east earlier this year has now completed.

 

While this work is scheduled for weekday daytime hours (7:00 a.m. - 5:00 p.m.), some overnight work is required for preparatory construction such as the removal of existing street elements, set-up of work areas, and construction of temporary walkways to maintain access at all times.
 

What to expect

  • There will be no changes to subway services on Lines 1 and 2
  • Minor disruptions to pedestrians on the south side of Bloor Street East
  • Noise and vibration can be expected with this utility work

Weekend Work - Utility Relocation Work on the North Side of Bloor Street East: Hydro Chamber Construction and Duct Bank Work

Timeline: April 6, 2024 - July, 2024

This notice provides an update on the hydro utility relocation work on the north side of Bloor Street East (east of Yonge Street) and some required weekend work. Work will occur on the weekends of May 4-5, 11-12, 18-19 and 25-26. This work is necessary to reduce the duration of our work and mitigate impacts to the public. Weather conditions may affect the progress of this work.  Please note that through the duration of the utilities work on Bloor Street East, weekend work may be required. Hydro utility work is expected to be complete by Q4 2024. Night work for our sewer relocations on the south side of Bloor Street East is scheduled to be completed in the next couple of weeks.

What we are doing and why?

  • The work will involve the construction of a new hydro utility chamber and duct bank work to connect the new chamber to the existing one. Hydro and sewer utilities along Bloor Street East are being relocated to allocate space for the future expanded Bloor-Yonge Subway Station, including a new Line 2 (Bloor-Danforth) passenger platform and expanded Line 1 platforms.

 

What to expect

  • Further weekend work is required for the construction and connection of the new hydro chamber to the existing one.
  • Work will include the use of excavation equipment and construction vehicles equipped with backup alarms.
  • Noise, dust, and vibration associated with construction can be expected with this work.
  • Hydro Excavation trucks will be required intermittingly to protect underground utilities.

 

Impact on pedestrians, cyclists, and vehicular traffic

  • Pedestrian, cyclist and vehicle lanes will be maintained at all times.
  • Access to residences and businesses will be maintained at all times.
  • Temporary partial closure of sidewalks, roadways, and bike lanes will be maintained with detours provided for pedestrians, cyclists, and vehicles. Any minor bike lane detours will remain along Bloor Street.

TTC service

  • No impacts to subway service or access to Bloor-Yonge Station are expected during preparatory construction works. 


Preparatory Work to Expand Bloor-Yonge Station

Bloor-Yonge Station is the busiest subway station on the TTC. The original station opened in 1954 and now requires expansion and modernization to accommodate future TTC ridership and neighbourhood density.

The project includes significant upgrades to enhance customer safety, accessibility and service quality.

 

Improvements include:

  • A new eastbound Line 2 (Bloor-Danforth) passenger platform
  • An enhanced westbound Line 2 passenger platform created by reconfiguring the existing shared centre platform
  • Expansion of both northbound and southbound Line 1 (Yonge-University) passenger platforms
  • Enhanced concourse level
  • New elevators, escalators and stairwells to improve station circulation
  • A new accessible subway entrance at 81 Bloor Street East

What to Expect

    • Preparatory construction works are not expected to impact subway service or access to Bloor-Yonge Station.
    • Preparatory work started in May 2023. In order to build a new, accessible subway entrance at 81 Bloor Street East (former site of The Firkin), the TTC will remove the existing structures at 81 Bloor St East, and 40/42 Hayden Street. The TTC has also removed the former carwash at 830 Church Street beside the Toronto Reference Library to build a future fan building to enhance air circulation at the station.
    • There will be a reduction in the Sherlock Holmes Laneway and short-term walkway closures to install construction hoarding beside the Toronto Reference Library for this work. At 81 Bloor Street East, there will be some rerouting of pedestrians when the canopy is removed from the existing building during demolition. Short term rerouting of pedestrians to the sidewalk and curb lane in front of 40/42 Hayden Street will also be required.
    • At the same time, hydro and sewer utilities will be relocated.
    • Phased reductions on the sidewalks and curb lanes are expected on Bloor Street East between Yonge Street and Park Road.
    • Access to businesses and residences will be maintained at all times.
    • The utility relocation work will begin in Q3 2023 and continue until Q3 2024.
    • Work hours will typically be Monday to Friday from 7 a.m. to 7 p.m. Extended, weekend or overnight work hours will be communicated to the community well in advance.
    • Typical construction noise and vibration can be expected with this work.
